About Hubbard
Hubbard sits on the flat Willamette Valley floor in northern Marion County, surrounded by some of the most productive agricultural land in Oregon. The terrain is almost entirely level, with the Pudding River and its tributaries draining the area to the west. Soils around Hubbard are predominantly Woodburn silt loam and Huberly silt loam, deep valley soils that support the area's intensive agriculture but can present construction challenges during the wet season. The water table runs high in much of the Hubbard area during winter and spring, which directly affects foundation design, drainage planning, and septic system placement. Our crews are experienced with these conditions and incorporate appropriate drainage solutions, engineered fill, and properly designed septic systems to ensure long-term performance on Hubbard-area properties.
The City of Hubbard oversees planning and building permits within its city limits, while properties outside the city boundary fall under Marion County Planning Division jurisdiction. Hubbard is surrounded by agricultural land, and many of the rural parcels in the area are zoned Exclusive Farm Use under Marion County, which has specific provisions for manufactured home placement including farm-related dwellings and nonfarm dwellings under certain conditions. Rural residential parcels in the area also accommodate manufactured homes. We are well-versed in both Hubbard city requirements and Marion County's rural land use regulations, and we manage all permitting from site plan development through final inspection.
Hubbard is a compact community centered along Highway 99E and Whiskey Hill Road, with residential areas extending east and west from the main corridor. The North Marion School District serves Hubbard, along with neighboring Aurora and surrounding rural areas. The community's agricultural heritage is evident in the nurseries, farms, and processing facilities that surround the town. Local roads including Whiskey Hill Road, Broadacres Road, and Arndt Road connect Hubbard to neighboring communities and provide access to rural properties where manufactured home installations are common. The area between Hubbard and Woodburn to the south, and Hubbard and Canby to the north across the Clackamas County line, includes numerous rural residential properties suited for manufactured home placement.
From our Jefferson headquarters, Hubbard is approximately 35 minutes north via Interstate 5 and Highway 99E, a drive of about 30 miles. While Hubbard is one of the more distant Marion County communities from our headquarters, our crews regularly service the northern Marion County corridor and often coordinate Hubbard projects with work in nearby Woodburn, Aurora, and Gervais for efficient scheduling. We bring our complete service capabilities to Hubbard property owners: manufactured home installation, site development, foundation construction, septic system installation, excavation, ADU construction, garages and pole barns, demolition, permit coordination, and tie downs & seismic retrofitting.
Hubbard's agricultural character and small-town atmosphere attract residents who value rural living within reasonable commuting distance of the Portland metro area and Salem. The community's proximity to Woodburn provides access to shopping and services, while Hubbard itself maintains a quiet, close-knit identity. Manufactured homes are a natural fit for the Hubbard area, where property owners on rural parcels want quality housing without the extended timelines and higher costs of site-built construction. The annual Hubbard Hop Festival celebrates the area's agricultural roots, and the community takes pride in its farming heritage. 3-A Construction, LLC helps Hubbard-area property owners make the most of their land with professional site development and manufactured home installation backed by over 20 years of Willamette Valley experience.
